Yes it is i lived in nyc for 13 years without a car, actually 1 month with a car and the rest without, on foot, bus, subway or bicycle.

Similar thing happened with vaccines early on. The biggest sites with available appointments were really only accessible by car. I'm sure this is a bigger problem in other cities where people who don't own cars tend to be a more vulnerable population as well.
