My journey on finding a baby blue colored Japanese bicycle has lead me to this find right here, a tad too small for me tho

Can you use a FREE Ciocc frame/fork?
Those look like C Record with Delta brakes. Somebody should run and grab that bike. I'll pay you $650 if the components, including hubs, are complete C Record in good condition. You keep the frame and fork.
