That dude really seriously needs to do two things:
Learn to program microcontrollers
Get some better LEDs - those are extreme weak sauce.

But I'd visit the auto parts store for the signal LED. (with something like this 12V flasher)

Better yet something simple like an LED flasher chip.
But I'd visit the auto parts store for the signal LED. (with something like this 12V flasher)

Also with the microcontroller, you can use PWM to do the equivalent of current limiting rather than using a resistor. This will greatly increase your battery life.

That's not really better. With a microcontroller you can do absolutely anything you can imagine. With that, you can blink at 1 hz, and only up to 3 LEDs (though of course you can push it through a mosfet or something).
Also with the microcontroller, you can use PWM to do the equivalent of current limiting rather than using a resistor. This will greatly increase your battery life.

Not all motorists (or cyclists) out there also know what the hand signals mean.

I don't use arm signals because it removes my ability to cover my brakes. Arm signals make much more sense in cars where your ability to brake(and even stay upright) is not affected by the removal of the arm/hand from the steering apparatus.
