I'm 5'11 1/2 and have a 31.5 in inseam without shoes to the PB. The chart on ebikes recommends a 54 cm bike. However the bike I want doesn't offer the wheel size I want on that frame. (surly L H T offers the 700c on 56 and above and 26in on 54 and below) so two questions....

1. How much difference between a 54cm and a 56cm when it comes to reach and overall fit?

2. How much of a ride advantage does the 700c give me. (is it really that big of a deal?)

Thanks
