Using wood blocks is the correct way. You may need to let off tension on the spokes opposite of the direction you are trying to bend.

Speaking as a Clyde needing to rebuild his commuting cycle wheels, the timing of this discussion was very helpful, both for selecting materials as well as focusing on technique. I've been in the saddle for two days now since the project, and the ride is noticeably more supple-feeling, particularly on rough pavement. We shall see whether the build stands the test of time, but for now, cheers to all.
