ISO Women's hybrid or mtb

I need a women's hybrid or mtb type bike suitable for my mother in law who is 5'8". It's got to be cheap. Like less than $200 including shipping if any, so local to Philly or NYC would be preferred.
It's for flat canal path type riding.

Are you looking for a step thru or mixte, or just something around a 20-21" seat tube?

$300, as it has been overhauled with new consumables.


Also, a garage full of Peugeot Mixtes, typical 19" frame and I think all in blue. Also, a Rampar Mixte in brown.
I've a couple of framesets also if you are interested.

All of above are in Michigan, but due in NNJ first week of next month.

I have a couple of options if you are interested in friction shifting heavy old steel, I have a lady's Schwinn 5 speed (Collegiate?) that I haven't gone over yet, but it is in great shape. I could also be talked out of a similar aged/condition Raleigh Sprite 5 speed for the right price... a bit lighter, but still not a lightweight.

I get as far south as Allentown pretty regularly.
