Do I need to shorten my chain?
I'm pretty sure the answer is yes but I want to ask. I installed a Shimano Tourney 46/30 crankset where I previously had a 42/52. By the way this area is very hilly and it's a 30 lbs gravel bike so I couldn't see myself continuing with a minimum 42T chainring. Anyway, do you think I'll need to have the chain shortened? (I can do some things myself but don't have the tools for that one.)

depends on what your rear derailler is and it's range and what you cassette size is...... not enough information for any sort of definitive reply. (probably but need details)
what ever you do make sure the big/big combo works
one thing you could do is put the bike in low/low and see if the chain drags on the derailler if not you are proabably good.

I'm with Bill regarding sagging. It's very likely that you have an inch or three too much of chain, since your big ring is now the size of your former small ring. 10 teeth is a lot!
Follow Calvin's advice in this video if you have a chain tool, or bring it to your LBS or Co-op and ask them to help.
