numbness in right ball of foot/toes

I'm somewhat new to riding and I have this nagging issue. I get numbness after about 1/2 an hour on the bike on my right foot at the ball and in the middle toes.

I'm 5'10" and I ride with mountain SPD shoes on a 56 cm rallycross bike (redline from 99).

I've tried:
-various saddles
-moving the post up and down
-tightening and loosening my shoes
-etc.

what else should I try?

It my also be relevant that my right ankle naturally rolls out. The ligaments and tendons on the outside have been stretched so much from twisting my ankle (skating, skateboarding, soccer, etc.). I have a theory that I artificially try to keep it upright by tensing calf muscles and this is part of the issue.

I should probably include some pictures.

Are you subconsciously scrunching up your toes on the back stroke?

Move the cleat backward about 3mm; I'm assuming saddle height is OK -- but I have to ask this, because I have it myself -- do you have a "leg length inequality"? Is one leg noticeably longer than the other? That could contribute, too. But start with the cleat.
