Aero Brake lever upgrade
Forgive the complete noob-ness of this question, but if I change from a set of Weinman dual-pull brake levers (with horizontal levers and vertical) to a set of Aero levers, do i need to replace all the cables and outers?

You do not need to, but modern low-compression housings will probably improve your braking performance and compensate a bit for the aero levers' longer travel.
