Actually, depending on the tire, there can be quite a bit of difference between 1 & 1/4 and 1 & 1/8. I know on Panaracer Pasela model there seems to be, especially if you drop to the 1 inch ones.
Recently I rebuilt my '88 ST400, after it sat for 3+ years, forlorn and neglected. My main goal was to use a front dynamo hub wheel I had (thus the mismatched rims). I'm running 700cX28 Vittoria tires. They fit nicely under these fenders but there is not an excess of room to spare.

I just bought a 85 ST400 and would also like to upgrade to bar end shifters. Are you able to share the components of your current setup?
The little plastic parts that hold the tubes on the shaft are also broken. Does anyone know where to get replacements or what they are called so I can search for them?

The parts that hold the tubes on the shaft? If you mean the top tube cable guides, them vintagecannondale.com will be happy to sell you a pair of reproduction ones.
For bar end shifters, any good brand (Suntour, Campagnolo) will work for friction. If indexed with a Shimano drivetrain, then Shimano is what you want.

I just put some shimano 8 speed barend shifters on my 87st400. I got them from jenson, they were on sale for like $56. You can run them in index or friction, so they'll work with pretty much anything. I'll put a couple of pics up when I get a chance.

I'll start with the shifters. They are first generation Shimano bar ends. They are nice. I do prefer the Suntour ratcheting ones slightly better--- but these do a nice job shifting across the 8 speed cassette.
The cassette is a Shimano 8 speed HG, 11-34.
The RD is a modern 9 speed Shimano Deore.
The FD is a cheap Shimano triple and I forget the model.
The crankset is a Cannondale Coda road triple with new FSA rings, 50-39-26, IIRC.
The wheelset is a Shimano 105 with Mavic rims from the early '90s.
Hope that is helpful. Here's a recent picture from early April. The ice was beginning to melt on the lakes but there was still plenty of snow.

Sure. My "standard" ST build usually starts with Tektro 539 brakes and R200 levers. That bike has a 10 speed double, compact Shimano R600 crankset, 11/28 cassette, Ultegra front and rear derailleurs, and a Shimano 1051 wheelset converted to a wider 8-9-10 speed freehub. Vittoria Rubino Pro 28 X 700 tires, Uno seatpost, Profile Design threaded to threadless conversion, and off brand shallow bars and 100cm stem. Shifters are Dura Ace bar ends, all the cable is stainless Shimano, all the housing is Jagwire, new saddle and bar tape are off brand and came from eBay seller Abaxo (an excellent source for quality off brand items). It sold for just under $700. Including the original frame purchase, less the value of a few items that came with it that I didn't need, plus the cost of powder coating and decals, that's about what I had in it, net.
Just goes to show you can build a pretty terrific bike for under $800.

After living more than fifteen years in a location unfriendly to road riding, my wife and I will be returning to Minnesota later this year. The ST400 that has been hanging in the basement for about ten years will be renovated and made ready for its new, bike-friendly home somewhere along the North Shore of Lake Superior.

My 1989 C'dale ST600 was just delivered this morning, I haven't had time to unbox it. This weekend is really busy, since we were stuck in the house for a week with all of the ice and snow. Was leaving to go into town, and the fedex truck was at the driveway with the bikeflights box. it's inside, but still have a lot of things to catch up on. Looking forward to getting this classic tourer spruced up and ready to go.
It has a Deore 3x6 drivetrain with DT shifters, Regal Comp brakes. Considering Tektros to get the advantages of dual-pivot brakes, but not sure yet. I probably should wait until I open the box before I decide which parts I need. I don't usually do that, but I'm trying.
