I'm looking for some steel dropout options that put the chainstay intersection below the rear axle (10mm QR). I'm only aware of two right now: a plug-type track dropout with a rear derailleur hanger, and Paragon Rockers.

Ideally it would have:

* Vertical drop-down of the wheel.
* Top-mount ISO disc tabs (though I can just do the boss on the seatstay if needed).
* A rounded end for the stays (like this one, but with the high ISO mount and not so long).

I've checked Nova, Ceeway, Paragon, Framebuilder Supply, and Henry James. Any other suggestions?

I think you're going to have a hard time finding something with a high ISO mount. This flat mount dropout from Bikefabsupply fits some of your criteria. https://www.bikefabsupply.com/rear-d...th-rack-bosses You might be able to grind off the flat mounts and put an ISO tab on the seat stay, but I have no idea why you would want to do that.

The Paragon Polydrops are much more expensive, but the QR dropout inserts have the axle above the stay. Again there is no option for a high brake mount.

If you find a flat dropout you like, you might consider using Paragon's bullets or plugs. You have to slot the bullets, the plugs have a flat face to go on the dropout tab.
