If a device was mailed to the League of American Wheelmen headquarters, perhaps that could be twisted into a terrorist attack by definition. Some ****ers entertaining themselves trying to hurt one or two RANDOM people, without professing some political cause (we hate redheads), is not terrorism by definition. You are free to interpret the situation for yourself of course, but a US court is not likely to see this as an act of terror and said ****ers won't be shipped off to Guantanamo Bay.
Answer: No, because redheads are not a protected class under the current U.S. hate crime laws, but I bet some Gingers have a different opinion

If I was legally blind, I wouldn't ride a bike. (as the report stated)
Just sayin.
A booby trap, an animal or a myriad of other road hazards, could easily cause a crash if not seen properly. (thin wire would be difficult for anyone to see though)
I wouldn't call it a terrorist attack, usually someone needs to die, and while this incident could/did? cause serious injury, and possibly death in extreme cases, its quite unlikely that the FBI will investigate.

Being LEGALLY blind and TOTALLY blind are 2 different things. Someone who is legally blind is considered such so that they have a definition of benefits. Legally blind people can still see, but very, very poorly. Their vision cannot be corrected better than 20/200. So someone can fit that description and still toddle around on a bike in relative safety. Driving a multi-ton car on the other hand is out of the question.
Legal blindness is a level of vision loss that has been legally defined to determine eligibility for benefits. In the United States, this refers to a medically diagnosed central visual acuity of 20/200 or less in the better eye with the best possible correction, and/or a visual field of 20 degrees or less.

Riding a bike, and many other activities would become unjoyable (I made that word up, deal with it) at best, and completely dangerous at worst.
Being deaf would be equally terrible.

I am aware of that, but my point was that if your vision is so poor you are not allowed to drive, should you be allowed to ride a bicycle? On a bike you still participate in traffic and can cause all kinds of accidents.

How much sight a legally blind person has varies wildly, some are nearly blind for all intents and purposes, others can see somewhat out to 10 to 20 feet. Now riding a road bike in traffic? Naw, not a good idea. Paddling around on a bike going just a few miles an hour? Yeah, I could see that, I know I'd want to do it if I ever found myself in that situation. It would be a wonderful thing to have so much freedom. I don't know the specifics of the person, their sight, the booby trapped trail or who if anyone was with them or even how they got to the area.. Generalizations just don't cut it. Specifics just vary too much.

It doesn't make you innocent IMO as it does impaired in the noggin. Two girls used the restroom at my dad's service station around 1981 and there was the annual winter parade going on. When mom went back to go the door was locked when jimmied there were broken fixtures, tiles ripped out and the room reeked of pot.

...I regularly see *far* worse from drunks and crack addicts. It's usually the homeless ones doing it, and a lot of those guys are just crazy, and would probably be doing it anyway.

Wow. More stupid human tricks.
I notice the victim was going pretty fast on a downhill when she hit the string. Since it was at face level and there were several layers, I believe they could legitimately be charged with attempted murder. sigh At least there wasn't an IED attached !!!1!!! WTactualF!!
