Help identifying bus vs. bike video

Oh wow, I had to watch the video twice because the paint on the bus looks so similar to Ottawa buses here in my area. And with the recent crash here would not doubt someone would also run over bikes but someone commented is a South American country bus.

I assumed they were E-bikes, probably bike shares. How else would they burst into flames under the bus? Lithium batteries could. Brooks saddles...not so much.
