I like the look of the transparent wheels but agree they will look horrible after a few washes.
I would guess they are polycarbonate and are very heavy compared to spokes.

Is it dumb to be worried about how a "solid" wheel would function in strong crosswinds?

No ... it supposedly affects time trial folks. The small wheel, however, has a much smaller surface area which is proportional to the radius squared. Not including the tire, ~ ( 203 / 311 )**2 or the smaller wheel will have less than half ( 4/9 ) the surface area for it to be pushed.

Oh wait ... that's a 20" tire. 16" wheel of the Strida is ERTO 305 so ... ~ ( 153 / 311 )**2 or about a quarter of the surface area.

I just know that I notice a difference in handling when I have panniers (which block the wheels pretty much) versus when I ride with just a rack. Granted it can be fairly windy as I ride near the Bay, but I'm not sure a "gust catcher" is ideal.

Agree for plastic. Myself more focus on function than appearance and not any sort of plastic can even approach to metal in terms of durability.

On the other hand, the bike and especially folding design looks very good. Thouh this neat design means that there's not so much space for battery (possibly ~200Wh) and the range will not be long, will be useful for short-dist commuters or leisurers.
