The width of the tire isn't the issue. If a wheel has a 1.75" tire installed, and you replace it with a tire of the same diameter whose width is 1.375", it'll usually work fine.
The problem is rim diameter. 26" tires whose width is labelled as decimal are for wheels with a different rim diameter than 26" tires whose width is labelled fractionally. The match between the diameter of the rim and the tire bead must be precise.

It's not the width as much as the diameter that determines tire/rim compatibility. Most 26 x 1-3/8" tires have a 590mm bead seat diameter, while most 26 x 1.75" tires have a 559mm bead seat diameter. But ostensible 26" diameter tires and rims are a hot mess, so you need to be careful. The Sheldon Brown pages cited above should help.
