are we talking about nice gravel ""highways"" roads what are taken care of, or real gravel off civilisation? its not a problem until it is one, then your fenders will be anywhere, but not where they have to be. you never hear stones banging against frame and fork?

Sticks would be more likely to jam the wheel. Rule of thumb to have 20mm clearance between tire and fender.
I like above Sheldon idea to increase clearance from rear to front. But the fender stays still can keep a stick in.
I gave up on fenders. After a wet ride I have a dirty bike and body either way.
