New cassette rough on small cogs
Installed a new cassette on my road bike, and it is not driving smooth on the lower cogs(higher gears). Almost as if the chain doesn't fit between the cogs.
Tried indexing the rear dereailleur. Chain is less than a month old.

If the derailleur is properly adjusted, try a new chain or just ride it until the cogs wear to match the chain. This can even happen when both the chain and cassette are brand new. Manufacturing tolerances are such that the chain and cogs may not be a perfect match. The rough feeling or vibration is always more noticeable on the smaller cogs.
