Unknown 700c fork

Over half of the steerer tube is threaded, I'm guessing it was originally sold as a replacement fork? There are numerous chips and scratches.

Steerer tube is 209mm long.
22.2 stem.
27.0mm crown.
Forged dropouts.
English threaded.
Recessed brake mount.
At 766 grams I think it safe to assume that's something more than high tensile steel.
Last picture shows clearance with a 700 x 28c tire.
$15 and shipping from 93722, Paypal or money order.
