Don't recognize the logo but it looks like a dry bag. Ortleib probably has something like that. You could also ask in the touring forum where someone may recognize the logo.

I went on the list of exhibitors on the NHMBS website and found Tomii Bikes

That bag seems to appear on their Canvas and Fat Canvas (seen in your pics) models, but I could not find any indication that the bags can be ordered separately.

Further detective work (looking at the Tomii website) found a close-up of the bag where you can see a small 'Fairweather' label - probably the company that makes the bags for Tomii.
Fairweather doesn't have the bag on their website, either, I don't think. Probably a design made excluseively for Tomii. It wouldn't hurt to call Tomii or Fairweather to ask.
