Normal. They're not designed to adjust preload on the brake pivots.

Better V-brakes (and Cantis) don't pivot directly against the brake boss. There's a bushing in the brake arm. The bushing is clamped firm to the boss, then the brake arm turn around the bushing.
Depending on production tolerances (and brake quality), the axial slop or play can differ from brake to brake. It's usually not a problem. With that said. I've had one pair that had to be retired due to incurable squeal. While not proven, I suspect excessive play.

& one company Magura (of Germany), makes a Hydraulic rim brake that bolts to the V brake posts , but does not pivot around them..

the length of the post on the frame is just wider than the width of the bushing in the brake that rotates around it ..
putting another brake type on wont necessarily cure that .. but it is something to do .. will it help? I wont guess.

IME, cantis are notoriously harder to adjust than V-brakes, but YMMV. If you are concerned about the play in your V-brakes, based on your description of the issue it sounds like adding a washer could solve your problem. If you add a washer, just be sure not to over-torque the mounting screws and limit the motion of the arm.
