Likely a Fratelli Brivio (FB) product regardless as to how badged.
May have sold as Gnutti brand - likely came with Gnutti QR skewer.
Unlikely to be earlier than mid-1960's.

While I don't known the manufacturer, I'm leaning towards Italian, as the closest match I've seen was branded for an Italian bicycle marque. However, the axle threading standard should increase your confidence one way or the other, for the nationality.

I had hubs that looked like that on my 1975 Atala Giro D'Italia which I bought new. The skewers were marked Gnutti.
