I know people have ridden across it.
Its a 25mph road, so if you get behind a big vehicle, you may be able to draft and keep up with traffic speed. Even if you cant though, its not like the speed limit is 55 or 60.
There is no shoulder at all. Like none. You will likely annoy some people if you ride the bridge. If you are ok with that, then cool.

I spoke with a guy at a bike shop not far from the bridge. He rides across it on a regular basis. So apparently no problem.
This will get us to the 1975 Rabrai end point!

Sorta OT, but is there any standard to which side of. abridge the bike lane is on, upstream or downstream? Similarly, do any maps show which side?
I have ridden across bridges in the roadway because I did not realize there was a bike lane on the other side, also because the bike lane was difficult to access at the last minute.

I came to this late but...

Keokuk and Burlington are much better bridges for crossing the Mississippi, if you can plan your route that way.
Those two bridges were build in this century and have wide shoulders.
I have crossed the Burlington bridge 4-5 times in the last 3 years. It is on a busy road but with enough shoulder to feel safe. (Not Comfortable but Safe) Each time I crossed was mid-morning. I suspect that the PM-AM drive times might be spooky.

I believe that Ft Madison bridge has a steel mesh floor.

I REALLY dislike steel mesh bridges! I have been reconsidering movi our route to cross at Burlington.
