Any thoughts on the value of this one? I believe it would have been made in 1999-2001. THANKS!!

Well this is an interesting one...
It’s weird, so right off the bat, I really love it. You very rarely see high end step through, because step through is a bad design in terms of weight and efficiency. Usually people dropping coin on a high end bike aren’t going to do it for a more casual style frame. This seems like the kind of thing a frame builder would do for his partner.
The parts build is also...idiosyncratic. I’m not sure...why...they’d want to use v-brakes with the cable tension adjustment, or mtb gear.
So...it’s definitely cool and interesting. It’s a bike i’d buy, but I wouldn’t spend much either. I think the value is going to be limited because it’s just so odd! Typically anything with a Waterford frame is going to be minimum $500...but I’m not sure on this. There are going to be bike geeks who like it for their girl friends, but I’m not sure how much they’d want to pay. If this were mine, I’d market it as a cool bike for the girl you want to ride more, or your daughter in school. I’d ask maybe $500? I don’t think I’d get that. Maybe $300ish?
It’s really a hard bike to value.

This Diva would be a wonderful alternative for someone who can't get a leg up on a diamond frame, but still wants to ride a quality steel frame.
$800 - 1000 in my book. And that's even with the current downturn in the market.

To get anything for it above what I suggested, you'd almost definitely have to sell on ebay...and the marketing on the ad is going to have to be good.

Waterfords command a premium but this one may not. Kansas City is not a huge market and this bike has a limited market given that it's a step through frame. I'd value it closer to $500 than $800. And you may have to wait a long time to get your price.
I'd put out an ad pointing out why this is such a cool bike for a woman who wants a high end bicycle. Although there are men who value step through frames as well.

A ladies Paramount with good paint, chrome and all it's Record componets brings about $600 on Ebay. My guess on this would be $400-600 on Ebay, less if local sale

I am not sure how to value this one, I agree that it will appeal to a very limited market...personally I would not compare it to the Paramount even it is a Waterford.

The 1999 Diva specs above are interesting. Full 3x9 Ultegra drivetrain and dual pivot brakes with Open Pros.
The OP's Diva still has the Ultegra, but subs in an XT RD with a widerange cassette, Bontrager RaceLite wheels, and the aforementioned V-brakes.
I'm thinking someone set this up for light touring. RaceLites could be a take-off from a Trek rather than sourced originally with the frame.
