My hands and patience don't work well these days so I'm not even going to try fighting thru the mistake of whoever laced these up.

As pics show, there's some wear on the levers, some somewhat typical pitting on the frame-side and bolt end, wear on the bolt-end slot. Price reflects condition and work needed to remove the cable ends. Dip of steel parts in Evap-o-rust could work wonders.

Many consider these the grail of all friction shift levers, they're incredibly smooth. I usually see them for $50-60 shipped in fair shape, but if you got the good hands and patience I lack, save yourself $20+ bucks on some of the best levers ever made. There's a reason several other companies branded these as their own.

You can use lye to disolve the shifters so you can save the cables.
