Less creepy and self belittling option would be to buy a full TidyCat bucket or similar inexpensive item at retail, dump the contents in the trash, fabricate the DIY panniers and still be way ahead of the game over paying for an LBS sourced equivalent.

I think I would prefer "ammo can" panniers despite the added weight.

i would love to make these mainly for stickers/ and reflective capabilities... but I am not sure I would need the capacity on a daily basis.

Decided to run to Sam's club.
Ask the bakery Dept for the square buckets. They asked how many you want. Best price free.
Stopped at hardware store couldn't find the hooks, stopped at Walmart and they had em for $1.90. will get get washers, bolts and other stuff at Lowe's.

Now I need to find a rack, any suggestions for new to me Schwinn ridge searcher. I don't have the braze on for the top portion under seat.

I will say that the 4gal cheese bucket, while is it a great size, is less rigid than the big bucket o' litter (makes sense, litter is denser, etc.), so this one is starting to lose its shape after 4 years and the lid is starting to not fit so well.
My hardware came from an old set of panniers that were starting to fall apart.

Good job! Was there an option for rectangular, or only round? I have a friend who gets round food-grade buckets from a donut shop for free and uses them for homebrewing. Drills the side near the bottom and puts a removable, sanitizable spigot. I guess the donut shops get premixed donut flour/sugar/etc in them? Or maybe stuff like Cinnamon or Glaze or Jelly?

They had both available and I brought home both.
The square ones (4 gallons) are for vanilla frosting and the round one (5 gallons) did not have a tag or writing.
Have not had a good Homebrew in a long long time...

Two good options for the top attachment. One is to get 'P-clips' (named for their shape) from either a bike shop or hardware store. Better ones have good vinyl coating and they wrap around your seat stay and have a nut&bolt for attaching to the rack supports. The second is a clamp around your seat post that has threaded holes for the rack bolts. Here's one example (be sure to check the seat post size):
