Options to Replace Avid Single Digit 7 Brakes

Options to Replace Avid Single Digit 7 Brakes
Our Santana Ti tandem has Avid Single Digit 7 front rim brake. The brakes are extremely hard to adjust since we don't have a Travel Agent installed. Also I almost have to fully engage the brake lever to stop. Before I install a Travel Agent, are there brakes that I can install that work better with my Road Bike brake levers? While I am not totally against adding a Travel Agent, I would prefer a brake that can replace the Avid brake (same mounting) and work with the Road brake levers without the Travel Agent. Any suggestions would be greatly appreciated!

I replaced the original brakes on my 1992 Santana Sovereign with Paul Minimotos. I tried without Travel Agents (TA) and found that I needed the TAs to get enought cable pull. These brake well. BUT, the rim squeal is world-class. I have tried all the tricks in the book to fix the squeal (different pads, rims, sanding the pads, rim cleaning, toe-in, toe-out). I have not tried a brake stiffener, but this should not be needed on these brakes.
On our Team Ti, the Durace OEM caliper rim brakes without TAs work great. This is with the carbon fork, not with the fork that allows Single digit sevens

I put these on our T2000: https://www.tektro.com/products.php?p=187
They work well, but the wheels should be true as the pad clearance is tight. I installed adjustable noodles as well to facilitate wheel removal.

I run 25mm tires on my Tandem. Tire width is not a problem. I am hoping to find a brake that works well with the road bike brake levers.

Is the Santana front fork a standard fork or do I need to purchase a fork from Santana? I hope I don't have to go this route. It would be great if I could find v-brake levers for drop handlebars.

is the fork drilled for a caliper brake? If your only running 25 mm tires calipers will fit, and a good shimano caliper will give you very good stopping power.
