Cheapest option to build Racer Tricycle
I have several disability's from birth including Poland's Syndrome. Poland's Syndrome effects my right side of my body including my chest which is missing a pectoralis muscle and i also have a mild scoliosis. My right side is more lopsided and i have a arm my right arm which is a lot shorter than my left and my right hand is also deformed and is in a club shape with very little movement. https://en.wikipedia.org/wiki/Poland_syndrome
I was wanting to get a Road Racer bike and convert it to a tricycle. My thinking was instead of building a bike from scratch which would cost a lot of money which i don't have. I could buy a Racer bike and another wheel and get the bike shop to make the axle for the second wheel to be connected. I would be looking at flat handle bars instead of the traditional Racer bars. I live in Australia in Melbourne and i don't know of any Bicycle shop that does this. Any thoughts on this and is this the cheapest option?

If you want one that handles well, don't just throw a bunch of parts together. That's a recipe for disaster and wasting money on the parts. Go with building one using a set of plans that has been tested. Here's a site where you might get some good information on home-built trikes. Homebuilders - BentRider Online Forums
I wouldn't think any of the bikes shown in the pictures you linked are cheap. Somebody must have a set of plans for these bikes too.

Hi OP. The trikes in your link are dedicated racing tricycles, popular in England. I think it would be difficult to take a reguar bike and just add an axle, as those frames are quite specialized. By that I mean, look at the spread on the seat stays--the two tubes from just below the saddle to the rear wheels. They're spread out to spread the stress and give the bike stability. Maybe you could find a frame and import it? You would likely need a few other specialized components as well, like the axle etc.
Why not have a look here: Recumbent & Specialised Cycling - Trikes / Bikes / Hand cycles There are several options for trikes and contact details for the store which is in Sydney. I think if you emailed them or called the store and detailed your requirements, as well as giving them an idea of your budget, they could recommend something right for you. Good luck with it.

if you didn't already solve this- I am buying a Sun Trike traditional 7 speed in the states that looks a lot like what you want but with a slightly wider axle and a basket in back
