The Tour de France 2018 starts about 12 noon (CET) on Saturday 7th July and ends about 5pm (CET) on Sunday 29th July.
Check Steephill TV for up to date estimates just prior to start of each stage.

Well don't leave out the Giro de Italia which is May 4, 2018 – May 27, 2018. That'll get you warmed up for the TDF.

Official website of Tour de France
This is a good site. As the race gets closer (not sure exactly when) you'll be able to look at this site for start times for each stage. There will even be a guide to what roads and what towns they'll go through on each stage - practically every kilometer will be on "paper". As of now, they may not have each exact route mapped out, though I'd guess they will soon. .
