Comparing stack and reach: how much is too much?

Comparing stack and reach: how much is too much?
I'm in the process of "window shopping" for a second bike, and I need some clarifications about trying to compare the bike's geometry with my existing bike -- or more specifically, stack and reach measurements.
But I need to know just how close these values should be, e.g. is a 10mm difference a lot, or noticeable, or negligible?
Also, do I understand this correctly, that to compensate for a small amount of stack difference I can raise the seatpost, and to compensate for a small amount of reach difference I can use a different length stem? Although practically I assume the seat post height will depend on my legs, so there is very little that I can do in regards to stack and I should pay attention to how that affects reach (and therefore the stem length)?

Using different length stems can be used for differences in reach, but you would not adjust your seatpost for changes in stack height. Stack is the vertical distance between the center of the bottom bracket to the top of the head tube. For stack changes, you would add or remove spacers under your stem, or look at stems with more or less degrees of rise.

For the stack, I'd want it to be the nearly the same, to 10mm taller. I wouldn't want a stack that is more than a couple mm lower.
For the reach, I'd want it to be no more than 5mm longer. Up to around 7mm shorter would be fine (difference can be made up with a slightly longer stem). That shorter margin in the reach may find you with the front wheel closer to your toes (check the front-to-centre distance if listed in the geo chart).

Looking at that second bike, one size up, gets me 14mm longer stack and 1mm longer reach.
Sounds like the second bike might be a closer fit than the first one.
