Any idea what I should offer? Supposedly is being ridden now, so I guess it's not in "barn find" condition. Doesn't sound like it's been overhauled with new grease, etc.
I like the idea of owning a retro ten speed like I grew up with. Would be used for <20 mile rides and commutes. I'm not super intense rider.

I have 2 of these GREAT bikes.
Looks to be in pretty good condition. If it is ridable now, shifts, and wheels are " true" then 100.00 to 125.00.
VERY SMOOTH AND STABLE !!!!
You will not be sorry if you get it !!

The asking price of $200 isn't terrible. This is a good bike. It looks to be in good shape. And prices have gone up due to the pandemic (supply is down, demand is up).
Does the bike fit you? That is a very large frame. Large frames tend to be hard to sell and the buyer is apparently willing to negotiate. Offer $125 if it fits and negotiate anywhere between $125 and $200.
The bike will need some work. As long as you are handy around tools, working on a bike is easy though.

Thanks. There's a regular leTour and a Takara I'm looking at now for $80 and $65 respectively. May go with the LeTour instead

What does the Takara look like? some of those can be really nice. I had a Takara Competition it was made of Tange Champion #2 tubing. Very under the radar bike it was.

The guy selling the LeTour 12.3 won't take less than $185. Seems pretty high to me. There's a Scott Sub 30 classic that is for sale for $100. Seems like a better deal

If everything works good the price is fair this one looks to be 81/82 last year they used the center pull brakes.

A young lady who came to check out a Le Tour 12.2 I was selling, years ago, started crying when she realized it was too big and her boyfriend suddenly became excited and decided he might buy it. I do always suggest an "around x'x" rider height when I sell regular bikes. People often don't mind that. It was a very good looking bike as I remember. In good condition, I would pay around 175 if I was in the market for one.
