Puch Clubman - shall I send it to recycle or restore ?

Puch Clubman - shall I send it to recycle or restore ?
Well here i am again with a low profile bike, this time i have the 79 Puch Clubman.
There are 3 problems with this bike, first has all orijinal parts on it, second not sure if these all parts can be restored, third 40 USD takes all - What do you think ?

Puchs do not get much lower than this.
Five-piece steel solid axle hubs.
Steel rims.
Fixed outer chainwheel.
Unrebuildable pedals.
ESGE plate style bridges.
If you wished to retain it for use by yourself or family member as a utility it might be worth working on.
Even counting your labour at zero you could not get your money back after bringing it up to full roadworthiness.

I would say it's recycle material low low end bike and looks like pretty much every component on it is questionable or bad. Even if it was a high Puch it wouldn't be worth restoring in this condition.

A Steyr Clubman made its way into my cargo bike build.
Although, I must admit that I do have some issues with flex.
Don't build your bike for the resale value. But, you could build that bike into a good inclement weather bike. Commuter?
