Correct leg extension length

I know this is more of a general question but I have my seat as high as the post will extend and when the pedal is at its farthest orientation (i.e. if you are facing the cranks one arm is at 12, the other at 6) I feel like the seat is too low because my foot is even with the pedal and my knee is slightly bent. Should I be able to touch the pedal with my heel? what is the limit to how high I set up my saddle?

Sheldon's thing is to get the heel on the pedal and have the leg straight, that will allow a slight bend in the knee when you pedal with the ball off your foot. Your seat shouldnt be so high that your legs are straight and/or your hips rock. Adjust as you feel comfortable. Other people are more formulaic about it
