Yeah, it looks like it has some sort of screen on the outside face. I'm going with a tire driven siren too. Screw the baseball cards in the spokes, I would have loved one of those when I was a kid!

That looks to be a purpose built bike for a fire brigade as opposed to this picture I saw a few years ago that's just a regular bike with newsboy style baskets to carry the hose and tools.

Alas, I don't know much about antique fire brigade helmets! I'm perfectly willing to believe the helmet is French.
As for the rest of the bike, I see only one feature that indicates a specific country of origin, and that one feature points to England. Do you see French features? My mind is open on this subject; but the wheels are English.
