2016 DeVinci Hatchet bottom bracket washer reinstall question

​​​​​I have a 2016 DeVinci Hatchet bike and cleaned and lubed my bottom bracket. I'm putting it back together and before installing the right crank arm (opposite side from crank arm) and have 2 washers. One is a bent washer that is not enclosed, and the other one is a closed flat washer. I know the bent one goes on first, but the flat washer doesn't seen to go on the bottom bracket easily. Do I put the crank arm on and then the washer, and then the bolt to attach it. It seems to be a lot bigger than the bolt, so I'm not sure it goes there. Forgot to take pictures before taking it apart.

Found the answer at a bike shop

I went to bike shop today and found the answer. It is: The wavy washer first, then the crank arm, then the bolt, then the flat washer with the screw in plastic cover cap last. So much for getting my answer earlier?? Thanks anyways.
