The "31.8" advertised on most stems is the handlebar clamp diameter. Even if the pictured stems do have a 31.8mm steer tube diameter, they move the bars up and away which is the problem.

I have a new fork on order, It should be here Wednesday and that should work fine.

Fork arrived from Santana today. Now for a quick coat of paint! A 1-1/8 steerer tube slides nicely inside the fork’s 1-1/4 steerer tune, so I can get away from the lack of stem options.

Congrats on the new fork. Did you go with steel? What exactly is your plan for the stem?

Depending on how it fits, I may insert a 1-1/8” tube into the fork which will allow me more adjustment and also get me out of the 1-1/4 stem nightmare.

How will you attach the tube to the inside of your fork’s steerer? And won’t the star nut get in the way?

I’ll probably silver solder it and use a small cross bolt for insurance.

It’s a new fork so the star nut isn’t installed. I’ll use a 1-1/8” star nut in the new tube or drive the 1-1/4” star nut deep enough not to interfere with the new tube.

You may want to talk to a frame builder about the logistics here, keeping in mind that you’ll probably want it brazed, will need access to the star nut for headset adjustment, and a cross bolt would interfere with headset/spacers. This is not a part of the bike you want kludged together, especially on a tandem. It might make more sense to track down the 31-8 - 28.6 adapter referenced above. I probably would’ve gone the 28.6 + headtube reducers route to keep it simple.
