The All Steel Bicycle

Picked up this bike today. Raleigh All Steel Bicycle, Front Dyno dated 49-5. Rear Aw hub dated 49-5 .Serial # is AR19609.Rod Brakes.Was painted with silver paint for some reason... I found the decal on the chain guard (Raleigh) and on the front lower down tube ( All Steel Bicycle).
Took it for a spin.. Shifts good. The Rod brakes need some work.Pedals are broken.Needs alot of elbow grease for sure. I tried looking this bike up on The Headbadge website but cant seem to find the exact one.
Wheels are 28 inch. Tires are 28x1 1/2. . It has a Britanniallou Air pump.Brooks saddle.

Hubs, serial, and shifter all match up - 1949.

It's a fair guess that it's a Raleigh Popular. Even though the '48 catalog doesn't specify a Dynohub as an option, the '51 catalog does list the optional AW/GH6 combo - but with the dry battery unit. Any noticeable splices in the wires at the seatlug?

Rear-facing ends are the norm for just about any Raleigh built during the Nottingham days with bolt-on stays and slack frame angles. Usually the 28" wheeled models, but a few 26x1-3/8" models (again, the slack angle frames) were built this way too.

I'm not sure if all of the transfers are available - perhaps a few may be covered in the sets that make the rounds these days from Indonesia and Thailand - though that's primarily for the Sports. The Thai sets also have a very poor copy of the "ALL-STEEL" typeface in the downtube transfer; there's a US seller on eBay that has a much better example available.

I think I've seen the chainguard decal offered separately, but can't be positive of the rest of the decals. Come to think of it, I don't think I remember what a 28" roadster of this era would have had as decals. This era also varied their transfers a lot more than the 1960's and 1970's bikes.

I'd suggest photographing whatever you can for reference (post the pics here too). Even if the decals are removed in the process of cleaning off the silver paint, it'll be a win if you can get the silver off without harming the green below.

Lloyds Decals

Lloyds Decals have plenty of decals for your Raleigh. They offer a very good service,

Double lettered serial numbers in the UK are for a decade later but in North America it might be different. I would suggest having both frt and rear hubs the same date means the age of the frame is the same - if not earlier.

Every aspect of the bike is rebuildable. That was the philosophy behind these bikes - dismantle, clean, repack with grease / oil and go for another ten years and then repeat.
