My husband & I are in are late 60's and have Specialized bikes that we ride once in awhile. Since my husband has severe leg issues, I want to get him a "Step-thru" and a "crank-forward" bike. I joined to look for opinions on these bikes and see what bikes would be the best at a budget less than $900.

Welcome. You might start looking through the 50+ Forums. Lots of us riders in that group look for step through and crank forward bikes. Then there are recumbents to consider as well.
