Wheel shifts slightly when tightened

I'm having an issue with my rear wheel on my Leader 722TS frame. The frame has built in chain tensioners, the kind that push the axle towards the rear and keep it from slipping forward. When both sides are loose I adjust the tensioners to where I want the wheel, and then tighten down the wheel. What I notice is that as I'm tightening down the wheel it shifts ever so slightly farther back. What this means is that either the chain ends up being tighter than I want, or the wheel ends up slightly off center, or both. Also, once it's tight the chain tensioners are no longer flush against the axle and wiggle a bit. Am I doing something wrong? Should I tighten the chain tensioners against the axle after tightening the axle nuts? Don't want to hurt anything.

Wasn't sure if tightening the tensioner against an axle that wasn't going to move would damage either the axle or the tensioner screw.

I would do it the way you have been doing it. Make sure you orient your wrench so you are pulling or pushing the wrench towards the front of the bike. Make sure to do this on both sides. This will help push the axle into the tensioner as the nuts tighten.
