'98 KHS rear derailleur hanger fix

How was this '98(?) KHS zH-B aero Comp "True Temper" rear derailleur hanger attached and how would you suggest I fix it? It doesn't appear to have been welded and I've seen mention of "bonded" hangers in some posts, so wondering if that's what I've got.

Found I couldn't post a picture, being new to the forums...
the hanger fits into slots in the rear triangle/chainstay, but is now loose and detached from the chainstay end.

The derailleur bolts into the drop out. The drop out is brazed into the slots on the frame tubes (seat stay and chain stay). The drop out will need to be brazed to the frame tubes again.
