Recommend windproof booties with good seal for rain
Any thoughts on a good bootie with windproof and good seal for rain? Temps roughly 18-35F. Windproof Legwarmer suggestions are also relevant

So you mean wind and water resistant at least?

If you're just wearing regular footwear one of the pairs of boots erig007 pointed out should work for you.
As for the legs, most of my tights and over pants are from MEC:

Well, after looking at a bunch of dedicated winter SPD cycling shoes, I found nothing that had a great fit.Sidi was the closest to what I was looking at but at $250 and maybe not warm enough I decided not too on those.
I am thinking of these- pearl Izumi p.r.o. Soft shell wxb shoecover

Add heavyweight socks from smartwool/jb.fields/louis garneau
And then go for the shoecover as once you play this card there isn't much you can do except maybe another shoe cover or toe warmers.
If the temperature gap is small then adding only a shoecover could be enough.
I have 2 cycling shoe covers one in neoprene (elite barrier MTB shoe covers from Pearl Izumi) and another one in goretex. The neoprene one has some stretch which allow to fit the shoe perfectly which looks very nice on the shoe but soaked easily, takes time to dry and makes the shoe colder when wet but cut the wind as much as the goretex one.
The goretex one dry fast, protect from the wind and rain well but doesn't stretch at all, doesn't fit the shoe well and add lots of wrinkles which looks bad on the shoe. Both add at max 10F to the shoes depending on weather conditions. Both let the water goes right through by the holes under when the shoes reach puddles on the ground for instance at a red light.

Below 25 degrees, the booties just don't cut it (for me). Today, I pulled the trigger on the Lake MX-Z302 winter boots. Just no getting around cold feet.... And, if they last a few years, the $250 isn't that bad of a deal.
In the past, I've considered the boots to be cost-prohibitive. Just so darn expensive. But, for the past three years, I've been seriously "out-of-shape" in the spring. No more. I'm riding through the winter.
There are other winter shoes. But the few (that I know) who actually ride in the winter have unanimously recommended the Lake boots.

Most booties with thinsulate as insulation have 200g thinsulate, it's definitively not enough for some below 35 degrees, 400g at least, 600g even better depending on the length of your ride, yourself, the weather etc..
