Fake news? Never!
Investigation led to me discovering that this picture was posted to a Hungarian site in 2012 showing the lane before it was completed. The intent was to redirect the rather narrow bike lane from the road to the narrow sidewalk to cross a bridge in Budapest.

Nowhere did I write that it never existed. And I don't believe one can rationally argue that it was meant to be used in that configuration.

OP said, I'm not sure how that thing is supposed to be navigated. Is that a fake statement? Then he made a joke about practicing bunny hops. Is the joke a fake statement? I'm not sure how you define fake news. But I would expect there to be something fake about them...
