Might this also be a reflection of the fact that sprinters would only want to do the bare minimum in order to have the freshest legs on the stages they could actually compete for a win in?

The mountain stages were crazy hard this year. Many had mountain top finishes with no valleys in between. Add to that the riders seem to be attaching on the downhill now, It made it tough. Greipel, Cavendish and Kittel, all who have finished the Tour many times, missed the time cut.
