Criminey! What a nightmare! Even I will admit that a repaint is in order after it gets back from the frame shop. That's the plan, right? I'm guessing you're not going to repaint it as a wall hanger, but maybe it has some special sentimental value?
Can you tell what caused the damage? Doesn't look from the photo to be rusted through, but darned if I can think of what else could be responsible for that kind of a hole.

So I wanted to remind you of all the transparent, pearlescent finishes that you can use on something like this as an over coat prior to the final clear urethane.
With regard to lettering, there's a site you can use that has a cornucopia of fonts, and also a vertical option for your seat tube.
Here is some more or less period correct lettering design I did for a repaint on an early 50's Follis. (Follis used Showcard as their font for a long time.)
