On another note you should also be looking for Univega's as well, Alpina Uno's came in a step through, refurbed one for my sons GF and am pretty sure it could handle anything you throw at it.

Also might want to consider a Schwinn LeTour step through, usually cheap, plentiful and assume somewhat bombproof.

Sounds like you would enjoy something like a Koga-Miyata ForeRunner Lady.
42-50-54cm triple butted chromoly frame and fork.

Korina just how vintage are you looking for? style? and, how offroad capable/mountain bik'ish? i ask because i found an '85 (?) schwinn mesa runner for my wife at a thrift store not too long ago. it's a step through, and...yeah...it's low end'ish, but pull off the barrel bottom parts and double crank and install some good stuff and it's quite capable. here's a web image.....since i don't have pics of my wife's

as you can see, it has pretty slack/comfy geo. it also has a lovely lugged fork crown.....vs the unicrowns you've likely been seeing. i know it shows skinny tires (40mm), but it'll fit 2.3's easily.

late 80s Schwinn Mirada
I had 3 of these go through my hands a couple years ago. A blue and two of these mauve colored ones. I just kept finding them for <$10 at garage sales that spring. Not a lively, lightweight mtb by any parameter, it is a (very)solid relaxed mtb. Huge clearances for big tires and fenders, rack eyelets. Couldn't move them for the life of me, eventually got ~$50/pc for them.
I hung onto this one for a while as I used it as a 650b fixed gear mtb/grocery bike. I donated the frameset to the co-op after rolling a tire off while mtbing. My hip was not happy with the prospect of a 1.5m uphill walk, so I pulled the tire off and rode a bare rim home. Talk about rolling thunder.

oh, and the only broken arrow i know of as a location is in oklahoma. it's not actually too far from me, either. a friend of mine helps manage a bike shop there
edit: gosh....i've searched. i see no sign of them/a resale shop on the web, and their website no longer exists. domain is gone

Not vintage, but...
Jeff Jones in Oregon makes several highly capable mountain bikes, which are designed around old-school principles.
his SWB plus spaceframe might get you close to your target. It typically utilizes 650b (27.5) wheels.
I rode the diamond frame version of this bike for a couple of years, and can attest to its capabilities offroad.
The seating position is more upright than retro mountain bikes.
anyway, worth considering, if your budget allows.

I didn’t catch if suspension was go or no go but if it’s a go, and if a Specialized Hotrock shows up it’s not a bad bike. We have both guys and gals version (guest bikes and a GT Avalanche). It’s in the middle somewhere.... silver and white with suntour suspension fork on both they go boing when they are supposed to. But overall not a bad bike. Saw a men’s on eBay, YIKES?$$ I’ll ride the men’s Hotrock if it’s yucky out, good bikes are for nice days 🙄😀
