Or are they too slim?

Also, any idea what is the widest tyre that this would take?

According to a chart I saw 19mm inner width rim should take from 28-44mm tyres?

in my opinion, if you are good with a drill, any wheel is drillable. the difference between the two hole diameters is so small it's irrelevant. if it's wide enough for one hole it's wide enough for the other hole. wheels and wheel designs are really strong. I drill all my and my family bikes, so like maybe 20 wheels over the years?

Do your best to dress/chamfer/break the edges, sharp edges are points for cracks to start. rumrnn6 is correct, the size difference is minimal.

I've done this a number of times using a dremel with a conical diamond bit to chamfer the edges.
These bits are actually pretty cheap; you can get an assortment of 20 for about 6 or 7 bucks from
widgetsupply.com I think they were originally for dentists, but they have a multitude of uses. I
can't begin to tell you how many parts I've manufactured with 'em.

Agreed that as long as you're reasonably careful in enlarging the hole (either by drilling or using a reamer) there shouldn't be any problem. Mainly make sure the hole has a smooth edge.

The chart on tire widths is very conservative and you can usually go well outside the recommendation without any issues. But tires vary even if they have the same nominal width, so check that the bead is seating properly and that the tire is secure all the way around the rim edge.
