I see it a lot more frequently in the last couple years when its a bike with a sloping top tube and stem. The stem, top tube, and hoods all point up the same general degree.
Not how I would want a bike set up, but to be fair i have more spacers than some would prefer.
I guess if it fits then awesome. I would hope a drop in cockpit angle was at least tried first?
