Not Gunnar, but I do have a design for a Rival build on a Black Mountain Road frame (or Soma Fog Cutter).
Like I said in my OP, that process led me to research the Raleigh Tamland which, in turn, led me to ntoice this GV. No doubt that a little extra investment in a custom build would make sure I have the cockpit I want from the get go. That's why I'm asking questions about that GV frame.
My whole search started because I really enjoyed a ride on a Salsa Vaya. That led to the point where I'd like a road bike with 28-32mm tires.

I had a borrowed Vaya that I got to ride 8-10 miles, and truly enjoyed it. But the LBS didn't have anything close to my size. While they said they could order one, they also added they "didn't know how long it would take". There are a ton of options out there that are steel, ETT about 540, head tube angle about 71.5, seat tube angle about 73.5, BB drop about 75mm, and so on. I've ridden several of them -- Jamis, Soma, All-City, Surly . . .
Meanwhile, as I research other bikes, I've taken advantage of the opportunity to assess how I really ride. Truth is that I take very little advantage of the off-capability of my cyclocross bike. So this GV got my attention because it's basically the same geometry that I know fits me, but it's in a pure road configuration.
Definitely Vaya's an option. I'm pretty well-equipped to watch the used market for a bit, prepare for something to go one sale, or, if winter hits, start a build project. And it's not like I'm without a bike in the mean time . . .

So I talked to someone at Raleigh today. I was told that rear hub is very high quality and "therefore one of the louder hubs out there." Further, I was told that the bike will not fit 32mm tires . . . surprised me because it apparently WILL fit 28mm tires with fenders. Anyway, great looking bike, good components, good price for all that . . . but they aren't selling what I'm buying.

You can go crazy trying to figure out the "ultimate greatest deal on the planet" or you can buy a bike that you like and that fits you, and go ride.
When you were a kid and your parents got you a bike, you just rode that thing everywhere. And I bet nobody sat around comparing tire widths or the pros and cons of Ashtabula versus BB90 cranksets.

Oh, I just checked this bike out. Way sexier than the Raleigh by a long shot. This is the one. I did deliberate, but when I read the alluring ad and saw that it said that the bike was as British as a John Constable, it pushed me over the edge (I put a LOT of stock in such things)!

The All City Space Horse actually exactly hits your ETT, HTA, STA, and BB numbers mentioned earlier.
Mike at Black Mountain is a really cool guy with a wealth of knowledge. He has a solid product and his deal to install the headset is a steal at the price(s). The bike will build as expected without surprises because he designed it to basically be timeless with nothing proprietary.

I'm a BMC fan too.
Having a Black Mountain gravel frame, I am a BMC homer and would say if his road frame fits your style and body then thatd be an awesome canvas from which to build a bike.

Have you checked out the 2017 Soma Double Cross Disc? They changed the geometry to be slightly more upright and less aggressive than previous versions of this frame.
