bearings won't seat with new handlebar riser
I tried to put a handledbar raiser on my bike, one of those raisers from a company called Outerdo that fits onto a threadless stem. When I install the device and turn the bolt in all the way and tighten it, the steering column(?) judders, remains loose. The bearings don't seat the way they should. When I remove the raiser and put the bike together the way it was, the bearings seat find and there is no looseness. I know how to install these risers and how to place the spacers so that the top of the raiser presses down on the spacers and not on the stem, so that is not the problem. What could it be?

Sounds like the bolt may be bottoming out in the star nut in the steerer. You may just need to drive the star nut further down into the steerer. I'm assuming the long bolt isn't fully threaded.
