especially the rule concerning the participation "in any capacity in a Competition or activity".
The UCI anti-doing rules state that the term "activity" also includes administrative activities, such as serving as an official, director, officer, employee, or volunteer of the organisation.

Working for the media seems independent from the intent of the ban. However, it may be ambiguous if the media is given exclusive rights to the race, vs being one of many reporters.
Is there any monetary exchange between race officials and the media (either direction)? With Lance's organization?
One might limit Lance's organization from actually being on the course. No motorcycle cams, bike cams by non-racers, etc.
