As stated before, cite anyone who is breaking laws. That's the "fair" thing to do. But if a worse crime is being committed, a moving violation SHOULD be overlooked. The fact is though, there is a disproportionate focus on moving violations (for cars and cyclists alike) because it earns revenue for the state. This is fairly obvious, and has already been discussed at length. I guarantee some more heinous crime was being committed at the time these cyclists ran that stop sign. But the popo were too busy writing a traffic citation to actually stop the real crime from happening.

The Ohio Bike Federation got a law passed here that eliminates the points, except for drunk or reckless cycling. The state patrol insisted on those exceptions. Cyclists still get fined like motorists, but the point of points is to protect the public from dangerous drivers. Scofflaw cyclists are a danger to themselves, they are mere nuisances to everyone else.
